For documents that need the signatures notarized, we require that the signer present current identification. This identification can be a Passport (stamped by the Dept. of Homeland Security if not a US Passport), a Driver's License from any US State or from Canada or Mexico, a Mexican Consular ID Card, a State, County or City Employee ID from California, or the Oath of 2 Credible Witnesses that you bring, both of whom must have valid identification as described here. Each Credible Witness must declare on Oath that you are the person named in the document, that you don't have a valid ID with you, that he/she does not have a financial interest in the document being signed, and is not named in the document being signed.
Common documents to receive Apostille for use in Mexico include Power of Attorney, Birth Certificates, Marriage Certificates, Death Certificates, and Divorce Decrees.
Birth, Marriage and Death Certificates can be obtained at the County Recorder's Office or ordered from the California State Registrar by the persons named in the certificates, or by certain relatives ("authorized persons"), including a child, parent, sibling or grandparent of the person named in the certificate.
